LocalList.mf_init(options);原作者的代码会生成新的 3 个 select，不支持直接给已有的 select 绑定事件，因此拿来做了小小的改动支持上述特性。

改为 lo_States.length < 1
xml数据里面，北京，天津的次级里面只有一条states，次级被display none 了，我是只用2级联级就选不了。
