given two existing transactions in same state, provide a ability to stitch them into one under provided transaction id

Currently currency is defined for whole transaction.
Change it so there are two currency fields tied to both debit and credit side of transfer.

So negotiation with vaults will work while ability to transfer from CZK account to EUR account with input conversion will work.

transaction journal's first line contains transactionID (which is same as filename)

remove that first line

In some rare cases first line of persistent transaction is empty.
Should contain status (enum)

log level of transaction negotiation and transaction terminal states is DEBUG and should be INFO so newly created transactions (or rejected attempts to create transaction) are visible in log
