To change parameter values statically, you can specify camera parameter and desired value in the launch file. Launching RealsenseNodelet using modified launch file will set given parameter value in camera.
For Example, to change static color_brightness parameter value,
here is the modified preset launch file camera/launch/realsense_r200_nodelet_standalone_preset.launch with color_brightness parameter added:

Once you have RealsenseNodelet running, you can also use rqt_reconfigure to change the parameter value dynamically.
