The upload.py script was hacked out of somebody's example that supported uploading several files at once. I suspect that was implemented with some JS code to create new  entries in the form. This is worth re-creating, I think.

The old shelve file (/var/ifarchive/lib/ifids) is still written by upload.py, but it's no longer part of the workflow.

Get rid of the cleanIDs.py, listIDs.py scripts too.

I think with a perma-URL of https://ifarchive.org/misc/uploader-docs.html. (That will redirect.)

I wound up fixing this by setting the LANG env-var in the Apache config. That was easier than figuring out every place in the script where text needed to be decoded.

The web-upload.log output screws up the Unicode. Quite possibly the emailed messages do too. I am not fixing that today.
