psql is the PostgreSQL interactive terminal.

Create a Role in Postgres

postgres=# CREATE ROLE me WITH LOGIN PASSWORD 'password';

-- Give `me` ability to create a database

-- run `\du` to list all roles and users:

Create a Database in Postgres
