Try updating Citizens as you seem to be using an old version.

i'm having the exact same problem, but i haven't upgraded from spigot to panda, but don't use the Citizens plugin, i use ZNPCS 3.9 and i'm having the exact same thing, but the NPC doesn't totally disappear, not always, sometimes when reloading the chunks the NPCS reappear, there are also errors in the console regarding the SkinsRestorer plugin, which works even with this error
