Some ideas.

void Logger::LogTimestamp(); // Logs the current datetime.
void ConsoleLogger::LogTimestamp(); // Logs the current datetime.
void Logger::LogMessage(const std::string& message, bool include_timestamp); Logs a message with a timestamp prefix.
void ConsoleLogger::IncludeTimestamp(bool value); // Turns on/off including a timestamp prefix with each logged item.

Some kind of convenience function to allow logging a header for the current log session. For use when the output stream is a file. This should work regardless of whether the file is appended to or truncated on open.
It would be nice if ConsoleLogger could automatically log the header when the output stream changes.

WindowsLogger should extend Logger::Destination not Logger. The tests just happen to work, because they don't try to add it as a logging destination to a Logger instance.

Definitely set them to fully open in the default constructor and then implementations can override them in their own constructors.
