Add graphframe offset and scale APIs about hatchet HOT 1 CLOSED

While a graphframe offset or scaled API does not exist, this ability can be handled natively with pandas. A user can apply a scale or offset value to a particular numeric column with a dataframe, and then specify this column when printing the tree:

gf.dataframe["time"] = gf.dataframe["time"] + 8
print(gf.tree(metric_colum="time"))

So I think the question is do we want to create graphframe-level APIs to scale/offset all numeric columns? I could see a case where a user may not want to apply the same scalar value to each column, so this graphframe API isn't as flexible.
