Why Does Auto-Preservation Not Happen After Every Mission Accomplished?

i only see taxi cabs spawn instead of random vehicles on the streets, i don't know why it's happening, i restarted gta 3 and the same results.

Windows Defender reports the .asi file as a trojan. Even if you download the latest release, it'll already start yelling at you.

The aircrafts may be related to having the aircrafts mod installed and not being accounted for in the exclusions list, but the boats don't make any sense.

When i put rainbomizer in directory, the game doesn't affect randomization, I already have 1.0 executable for gta 3 but the rainbomizer didn't affect, do I need asi loader?????
