Should create an install that's suitable for running within coder enterprise.

In those situations, apt packages etc should be baked into the image

Some things should obviously be baked into the image, while others can't and are steps that should be conducted once the image runs. These should be setup as such.

Current setup works well on Ubuntu and should work well on macos. Should include settings/installation for Windows as well.
