Even though the "time" fragments can carry 64-bit second values, currently certain libgale/misc_time.c functions (gale_time_from() and gale_time_to() specifically) assume the system only supports 32-bit time_t; sec_high is always set to zero, and a non-zero value causes a silly warning. This should be fixed sometime until the next epoch.
