Basically, we need to remove Open311 repositories, and just have the data transform methods (open311/helpers).

We also need to remove a bunch of virtual fields that have been left but are not really in use since 0.0.15-alpha

@amirozer is your preferred approach here to:

i) remove the Open311 repositories
ii) in the request handlers for open311 endpoints, directly call there the service and request repositories, and then return the responses via the transform functions in open311/helpers

it is a simple change and I'll pick it up at some point (not now)
