Create a Constitution about admin HOT 3 OPEN

I was in the middle of writing an issue for this :)

Basically, a set of principles that the organisation and organisers follow. For example, we are:

• Community-based
• Non-profit
• Sponsored, but not tied to any one company
• Following Go's Community Code of Conduct
• Aimed at multiple, often short technical talks

from admin.

More that come to mind:

• All organisers are at the same level; we don't have a "president" or "secretary"
• All major decisions must be taken unanimously, or by simple majority at a meeting given reasonable notice
• At least two active organisers must have access to each of the accounts and credentials
