Thanks for the report, @drunkwcodes!
But isn't the python package, which is mentioned in the README, enough? python-dev depends on python.

@antiagainst I mean it doesn't work by default because Ubuntu 18.10 lacks python executable instead of python3.
It also runs on python3 when linking it in $PATH as python.
Maybe setting PYTHON_DEFAULT_EXECUTABLE for Ubuntu will help.(opencv/opencv#8425 (comment))

Okay, thanks! The README file already mentioned in both Usage and Setup section that python binary must be in the path. So it seems no more action is needed for this issue. I'll close this one. If you think the README can be further improved, don't hesitate to send pull request. :)
