Note also ISO IDs change over time, they aren't stable either. And new places pop up, old places disappear, places split up (Serbia and Montenegro became "Serbia" and "Montenegro" respectively) so auto-migrating people is not always possible.

Generally we try and keep the "key" as stable as possible (this is what we think should be saved as part of the address) and the "name" is free to change (it is what should be displayed to the user). This is different for latin-names like China, as you noted.
