Create a talks/sample.md template

Talks and lecture notes should be saved as markdown (.md) files under a top-level talks/ directory. This issue tracks creating such a directory and a generic template to help others develop talks.

Create a sample project README.md

This issue tracks creating a sample README.md for new interactive coding projects. New projects are separate from talks in that they should be first children of hell0world-curriculum i.e.,
