action-utils repo provides commonly used GitHub Action code for AppMap, including:

• execute command - run a shell command and report the result.
• log - common logging
• verbose - get/set verbose output
• install appmap tools - download and install the latest appmap CLI tools

Code for most or all of this can be found in the existing code repos for install-action, archive-action, and analyze-action. The code is duplicated and the purpose of this story is to de-duplicate the code.
