Recommendation request module

This module allows student to request recommendations by specifying emails,
recommending persons to fill the recommendation without registering to moodle,
and for the teachers to view the provided recommendations.

Steps to reproduce

  1. Create a 'Single activity format' course with a Signoff module.
  2. Edit course settings.

Current behaviour

Error is displayed.

Expected Behaviour

Course settings are editable.
