• @Gaurav-Iyer Write a function to determine the frame ranges when a player is incapacitated (cannot input any actions)

• Write a function to determine available attack options for a player frame
• Write a function to determine "is in range of other player" (doesn't have to be too accurate, just rough estimate or something for first try)

First goal scenario:
On FD, Fox1 is incapacitated (due to any reasons like a missed tech, L-cancel, etc.) and Fox2 has the following properties:

• Is in range of Fox1
• Is not incapacitated
• Has a move option that guarantees a kill on Fox1 (e.g. up smash)

Find all frames where this is possible.
