Port docs from `gamercade_rs`

Since this is just a Zig port of gamercade_rs, we can probably include the documentation from that directly in this project, just slightly modified to better match how Zig works: https://github.com/gamercade-io/gamercade_console/tree/main/gamercade_rs/src/api

Add Mouse Api

Once gamercade-io/gamercade_console#89 is merged, we need to add the following functions:
