Problem:

MembersRequestBuilder::getMembersInsertSql() uses NOW() database function for joined member timestamp. But if user is in a different timezone from database server, the time won't be right for him.

Joined member timestamp should consider user timezone.

Solution:

• Joined date time is saved using timezone UTC.
• Joined date time is displayed with timezone from user preference (table oc_preferences).

Problem:

When users add emails addresses as members of a circle and these emails are configured to local users, app circles get lost.

Solution:

As a general solution is more appropriate that administrator can allow or deny the addition of contacts or email addresses as members.

As some features and bugfixes are stopped in backlog of app circles, there is no manifestation about them and there is a specific demand for them, I created this fork.
