Add webpack configurations to allow Vue components to be easily added and made globally available.

To enable the use of javascript and scss alongside some other useful packages like tailwindcss, vue, moment, etc., I need to set up a pipeline for building the pieces of my JS and SCSS into single corresponding files that can, in turn, be added as scripts and stylesheet to the head of the html files in the spring boot application.

Create a good set up for the dev environment to:

• reduce the number of times one has to restart the server during development (introduce spring boot dev tools to help with this)
• avoid having to re-run webpack anytime some changes are made to the js/css files
