unsafe Save/Loading System

Should remove BinaryFormatter from SettingsSaveSystem (look https://docs.microsoft.com/en-us/dotnet/standard/serialization/binaryformatter-security-guide) and replace it with preferred alternatives

Rework networking to be Server Authoritative

Right now physics in multiplayer is really bad and there is a lot issues caused by Client Authoritative approach so it's better to make at least car's movement Server Authoritative to make physics feel better
