Add a Github bot for pr comments

We need a github bot that makes a comment on the line of code in the new (forked) pr where a review comment was made in the original pr. We want to do this immediately after we fork the pr and recreate the branch.

Create a web interface that allows users to recreate a PR

We already have the functions in the code for the CLI. We just need to make them WASM functions that can be reused in the client (javascript).
We need to create an Oauth app that prompts users to sign in with github which gives us access to recreate the pr.
