Currently get-processmitigation and set-processmitigation do not work in PowerShell 7. WindowsDefenderDSC should be updated to work with PowerShell 7

Get-TargetResource currently returns an xml which causes Get-DscConfiguration to fail.

Plan-

Update Get-TargetResource to return hashtable
Create a separate function Get-ProcessMitigationSettings that is called in Test-TargetResource and Set-TargetResource instead.

DISA requires Override settings to be configured, which are not available for configuration via
set-processmitigation. I would like to convert this resource to use only the XML based settings to allow the override settings to be configured.
