I don't have any experience and information if you can run it on raspberry pi.
you can try and figure it out.
For your second question, yes you can modify the dataset.
The file for creating dataset is TrainingDataCollection.py and TestDataCollection.py, you need to make changes based on the Indian sign language for it, and you need to re train the model agian, but for that I think you need to make changes in the model training files also, which are present in the Models folder.
