Update TCP version to support classify commands and training commands.

Need way to perform classification from incoming user data. And to commit these changes to the databases so they stick when we reload the java side of the server

Update the TCP version of DangerControl to be able to handle the same request as the UDP.

Add danger zone php message implementation.
Also, I should really make some type of html document that Collin can throw up on the server for documentation.

The bayes can now save changes from the user, it should also be able to read those back to itself if it needs to restart and risks losing those changes. This enhancement would cause the training cycle of the bayes to take advantage of the online_training database table.

TCP Version needs to be updated to have same support for classification commands as the UDP version

Create and Test the Bounded Search on the KD Tree

Make a classifier for the categories and a dataset that can handle this.

In innerNN on lines 346 and 355 from the result of the handleGeoCommand from dangerControlUDP, there seems to be some type of issue involving an empty stack.
