For the sprint we've faced a gap with getting attendees to the teams. Our tech/team leads are busy with tasks development and issues gathering which makes almost impossible to gather actually people to work on the tasks.
We need a HR, pro-bono which has needed skills to gather teams to get performance better

This task is for creating explanation of what structure we are trying to build and what kind of activities should be covered by HR
