Move footer into its own html file
The duplication of the footer for AJAX and for the normal page has caused issues in the past and will probably continue to do so.
So let's just include it from a separate file instead.
Return proper HTTP status codes
Currently we return 200 in too many cases where errors have occurred or a permission has been denied.
Using proper codes is not only cleaner but will also help cutting down own the sie of the test suite and make error checking way easier.
Export stats as Prometheus metrics
This will allow us to put e.g. graphs of sessions over time on mon.dolphin-emu.org :-)
