• where is it published? (and it's text)
• who wrote it?
• what is its current status?
• have there been any convictions? (on what basis and for what)
• what are the (already visible or potential) un-intended side effects?

then

• what needs to be changed?
• what should be the objective of those changes?

And compare them with pictures of oranges/tangerinas ones in the algarve (specially the ones for sale on the side of the road)
