GDC Compile fail

Decided to add Travis CI to my project and found out datefmt builds with DMD and LDC but with GDC it fails, ideas why?
Is GDC still incomplete?

datefmt.d:439:17: error: template core.time.Duration.opCast does not match any template declaration
tzOffset ? new immutable SimpleTimeZone(tzOffset) : *tz);

Failed to find time zone: EST

Example code fails with Windows and dmd-v2.077.1

deprecation in datefmt.d

we are getting this compile warning: should be a simple fix, i will send a PR

source/datefmt.d(410,17): Deprecation: variable i is shadowing variable datefmt.Interpreter.parse.__foreachbody3.i. Rename the foreach variable

Conversion for %b/%B is off-by-one

SysTime d1 = SysTime(DateTime(2019, 1, 1), LocalTime());
