Multi-arch support for integration tests about api HOT 4 CLOSED

This Dockerfile is currently not able to build anything if you are on arm64 due to the base image being amd64, the build ends with a segfault during the yarn install. I opened an issue asking the console team if they would support multiple architectures here openshift/console#13927. If not we will need to explore alternative solutions such as maintaining our own builder image.

Reached out to see if there is support for an arm64 based image for https://github.com/devfile/integration-tests/blob/main/openshift-ci/build-root/Dockerfile#L3. If we are building our images for the integration tests for arm64 we need the base images to also be capable.

The Dockerfiles used as part of our integration tests depend heavily on artifacts that are only for x86. After speaking with @johnmcollier it is most likely not worth the headache of maintaining our own images just to move these to arm64. I think the best course of action here is to close the issue and reopen in the future if these dependency images have arm64 support. We still are able to migrate more than enough of our workload on openshift ci to arm64 to meet requirements.
