Update VSCode to disable telemetry settings

List of settings as of v26 (likely more now):

Disable syntax highlighting copy 

// settings.json
    "editor.copyWithSyntaxHighlighting": false

This gets rid of the highlighting that is unintentionally copied between VSCode and other formatting-aware applications such as Microsoft Office/Teams applications.

Add template unattended-upgrades config files

Goal

Disable all automatic updates as this interferes with quickly spinning up a virtual environment for testing (ignoring that LXD containers might be a better fit for this).
