ah not quite, I was in a game as the DS player. The LS player had a Rebel Sympathizer in play. Everything I deployed was allowed to be put into play at 1 less resource. The LS player also automatically deployed everything at 1 less resource even without sacrificing the Sympathizer

ok something went wrong with the script there. Normally you're supposed to use the sympathizer first and he goes away afterwards automatically. I'll check it out.
