Changelogs aren't parsed correctly

I just realized that there is a bug in the changelog parser where it will think that a changelog entry (for a single version) ends as soon as it encounters one or more #s followed by something that looks like a version number. I've seen some of the Alda release announcements on Slack chop off partway through the changelog, as a result.

I think the right behavior should be that the next version starts when the parser encounters (either the start of a file, or a newline) followed immediately by #, optional space, then a version number.

I have no intention to fix this anytime soon, as I'm not actively using boot-github anymore, but I figured the least I could do is capture the bug I found in an issue.
