Maybe if you set a remind when someone is not logged in, it triggers the reminder when they next log in? I know the behaviour at the moment is targeted to people who use bouncers (and thus usually will speak when they are around), but it does not work for people who don't and just log in when they are present. To solve that, perhaps when folks are offline and you !remind userX to ... that when DASBiT notices that userX logs in, it will send the reminder immediately.

Using sane defaults. I also tried connecting freenode.net on 6665 (as I am connected with my personal IRC client) and using different usernames/nicknames, but all do not matter.

What is the error about and how can I connect DASBiT to freenode.net? I have tried both using my local machine (behind a home router) and one of our VPS inside a Dutch data centre.
