Update Github Actions to keep track with Github internals

Two changes need to be done to the github action script that is responsible for CI, see the warnings annotations in:

  1. Update from node.js:12 to node.js:16 - https://github.blog/changelog/2022-09-22-github-actions-all-actions-will-begin-running-on-node16-instead-of-node12/
  2. Usage of environment files instead of set-output - https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/

cargo serve -> wasm-server-runner crashes with exit-code 101

The WASM build crashes when started.
