no target: 'logger' in generated Makefile

Trying to setup an instance of logger.

In Makefile.pl comments state:

# USAGE: perl Makefile.PL                                                                                                                                                                               
# then to build dist - 'make help.html README'; 'make dist'                                                                                                                                             

After running perl Makefile.PL when I ran the Makefile the target 'logger' was not found:

[irc-logger-git (master)]$ make help.html README
make: *** No rule to make target `logger', needed by `help.html'.  Stop.

Net::IRC is a dead project...

Net::IRC seems to be dead, as of 2004. Either the docs should mention that it's okay to install it anyway or logger should use a different library.

Message when installing Net::IRC:

  CPAN.pm: Going to build A/AP/APEIRON/Net-IRC-0.79.tar.gz
