powerFunction returns an integer that is base to the power of exponent. It takes two inputs.

missing .py file extension
on the recursive version.
Too much in one file
The function, test cases, and main program should be three different files. As you have it, if I import your function I'll have to see the test cases and main program run.
Missing int_ and float_input functions
The user input is directly cast to ints. That means invalid input will crash the program. It also means that the base will lose precision if it is not an integer.
