If the photo has geolocation data it should be picking that up and show it on the map. Otherwise, it shouldn't be letting you upload until you've set the location on the map. I will investigate.

I've just committed a change to disable the Upload button if the location is not set. Previously it was enabled, but displayed a message if the location wasn't set.
It's just occurred to me that the location map is centering on your current location. If the photo was taken someway away from where you are now, the location would be off the edge of the visible map. If the location is known, I'll recentre the map there.

Ah yes, that seems very sensible - and with your first paragraph
explains the behaviour I was experiencing.
