FEATURE: Better types and variable declarations

I'd prefer something that was a bit more AST-like, especially considering some of the C++ weirdness surrounding const pointers to non-const variables and pointers to arrays versus arrays of pointers. I have an idea how to go this direction. Code at 11.

Fulmar apparently doesn't work with the new macro expander.

When I try to run fulmar with the new macro expander (currently using Racket from the source repo, version 6.3.0.2)

And I create the file:

#lang fulmar

I get the following error:

PERF: if-empty should be a macro

That way, if the "then" or the "else" are enormous (or even, non-terminating!) but destined not to be used, we don't evaluate the whole thing just to discard it.
