so I'm guessing you are using core 1.3.0?

Apparently, Downloads 3.1.0 requires Core 1.3.2+ but I didn't adjust the core requirements in Version.php

I uploaded a new version which enforces the core 1.3.3+ requirement. This is tagged and available (although 1.3.3 is not yet). Sorry about the mixup and thanks for your report.
