When you have a meter that should draw boxes, it does not draw them. Tested building SkillCheck from current source, only with 1 box.

The resource bar becomes visibly full after
To Reproduce
Steps to reproduce the behavior:
set a resource to 0.

Expected behavior Optional
An empty bar is shown, but we see a full one instead
It is only visual, the resource is still set to 0, and not infinite.

It looks like updating the max of a resource isn't properly notifying the ticker that it should be ticking. The resource here is an instance of SimpleCharacterResource and gains 10 max with every level of Thief. I'm gonna take a deeper look into what's going on with some logs, but I'm just really confused as to what's causing this.
