add persistent_peers.txt for hera

add a list of comma separated peers to persistent_peers.txt in the hera directory. This file is pointed to by the testnet docs on docs.junochain.com

Create uni-1 testnet

We need to create a testnet to allow contract authors to migrate onto CosmWasm 1.0 and test changes to the chain moving to SDK 44.1

This will be done by first launching a testnet without CosmWasm (i.e. running juno tag v1.0.0) and then upgrading to a version with CW (i.e. v2.0.0).

Related to CosmosContracts/juno#62 and the associated milestone/epic.

Tasks:
[ ] Take state dump from mainnet

  • Prep testnet genesis

https://github.com/bandprotocol/migration-test can be used to replace validator consensus keys from mainnet for validators that don't want to join the testnet
