During the send and view operation, the published status should be checked so content that has been part of a CiviMail campaign that has been unpublished for some reason will not be included in the digest. It is an edge case, because content that has been sent by mail should stay published, but it can happen in some situation.

During the prepare digest operation, some node could have been unpublished temporarily for revision, so we assume that they can still be eligible to a digest inclusion if they have been part of a CiviMail campaign.

This operation is eligible when the digest has been prepared but not sent yet.

These operations needs to be centralized, maintenance and performance wise.

They are currently located in

• CiviMail service
• NodeSendController
• MailPreviewController

No timezone is defined for these operations so it can lead to imprecision during content selection and digest preparation / send time.

A minimum amount of content could be evaluated prior to the digest preparation, so it avoids to send a digest below this amount and as a consequence avoids the need to delete it before being able to generate another one.

This kind of situation makes sense especially when a digest scheduler is configured as active.
