Using the Conduit method conpherence.querytransaction, we should be able to fetch new messages from a Conpherence room and post them over to the IRC channel via Hawksnest. This will allow linking the two fully.

The trick to this is timing the Conduit calls to be frequent enough that conversations across this link are reasonable possible, but delayed enough that we don't overload Phabricator.

The message content comes from the "transactionComment": field. Non-messages have null comments. Also, actual messages are "transactionType": "core:comment", The name should be parsed out of the "transactionTitle": field.
