ESP32_SD_EasyWebSocket BETA 1.51.1

Simple library for WebSocket communication with ESP-WROOM-32(ESP32) and smartphone browser.
This requires the Arduino core for ESP32 library.

When reading external HTML file of UTF-8 format, we have fixed the problem of not reading UTF-8 Japanese kanji.
Incidentally, please note that files saved in Shift_JIS format can not be used.
Be sure to use a text file saved in UTF-8 format.

Significantly improved WebSocket handshake function structure.
By adding the EWS_HandShake_main function and putting it in the local function, global variable area and SRAM can be reduced.

Changed for ESP32 based on SD_EasyWebSocket BETA 1.47(for ESP8266). I used the sha1 source file (License: Public Domain) made by Steve Reid. Thank you Steve Reid. Add String res_html variable of WS_Dev_AutoLIP_HandShake function to seven.
Added EWS_ESP32_SendRate function to adjust transfer rate of data sent from ESP32.

UTF-8形式の外部HTMLファイルを読み込む時に、UTF-8日本語漢字を読み込まない不具合を修正しました。
因みに、Shift_JIS形式で保存されたファイルは使えませんのでご注意ください。
必ず UTF-8形式で保存したテキストファイルを使用してください。

Steve Reidさん作のsha1ソースファイル(License:Public Domain)を使用させていただきました。 Steve Reidさん ありがとうございます。 WS_Dev_AutoLIP_HandShake関数のString res_html変数を７つにしました。 ESP32から送信するデータの転送レートを調節するための、EWS_ESP32_SendRate関数を追加しました。
