Not all pre-thresh mutations are intended to be purifiable. During the limb rework limbs will have more intermediate stages you can "nope" out during but the final results may often be non purifiable.

The only other valid pre-threshold non-purifiable trait is "CHAOTIC" aka "Genetic Chaos" - which seems intended, but all others are either non-valid(you can get them only at start or by some non-mutation ways), or post-threshold. Looking at history "Proboscis" was a threshold trait - but after some changes it's threshreq was lost.
