Detect when a Steam news update or game build has been made and post the link to a Discord channel

Split the program into 2 packages since there are 2 vastly different features of the alerter.
SteamCMD houses a lot of info about the appid itself, including build dates and IDs. This will allow us to detect when there's a new game build pushed to Steam.
Take [][]string from regex group match and store it a map[string]map[string]int for quick comparison in memory.
Currently, it is failing to convert the string to an int.
On startup, instead of posting the last article, the news alert feature should check the post date and only alert if the article is posted within the last hour (or X amount of time). This will prevent a slew of alerts being sent to the Discord channel if the service is restarted.
Commands are failing to run for some reason. Needs investigation.
Manipulate data in memory but also save the build date or ID to a file for historical comparison. On each startup, load the last build date/ID into memory for comparison on the next run.
Need to pull the build times in a separate variable and store them in builds.
