Attachments crash receive process when attacment size more than about 1 megabyte

Exception - character buffer too small.
You have to extend type of your variable LAST_ATTACHMENT_ID to VARCHAR2(32).
Or, at least, to VARCHAR2(26) (not VARCHAR2(25)).
